The Civil Division provides legal representation to all County elected officials and their respective offices. It also provides legal representation to all County Boards and Commissions, the County's eighteen Townships, their Trustees, Clerks, and Zoning Boards. This Division represents all of these entities in matters of litigation in State and Federal Courts, contracts, personnel matters, collection of real estate and personal property taxes owed the County, and rendering general legal advice to all of the County and Township officials. This Division is staffed by nine attorneys, law clerks, an investigator, and their support staff.
Attorneys
Chris Meduri: Division Chief. Represents County Commissioners, Judges, County Budget Commission, Adult Probation Dept., Human Resources, Board of Elections, County Coroner, Sheriff, EMA/Homeland Security, Park District, Veteran's Services, Worker's Compensation.
Allison Manayan: Represents the County Auditor, Clerk of Courts, Recorder, Treasurer, Board of Revision, Data Processing Board, Health District, and Records Commission.
David Garnier: Represents the County Engineer, Developmental Disabilities Board, Building Department, Regional Planning Office, Water Resources Department, Mental Health and Recovery Board, Dog Warden.
Brett Bencze: Represents the 18 Townships, County Airport Authority, School Boards, and Library Board.
Julia Adkins and Holly Spohn: Represent the Department of Job and Family Services in all child abuse, neglect, and dependency cases.
Brandon Wheeler: Represent the Department of Job and Family Services As general counsel, and in child emergency care, and adult protective services.
